Why not just make the raised garden bed the height that is most accessible for the gardener? This seems overly complex as you’ll have varying weight due to the plants/soil/water mass all changing over time. Is there an active request for this? I could imagine a design that uses notched lengths of 2×4 lumber that interlock and allow the adjustment of the garden bed height. This would need to be set prior to filling the bed with materials.
